        7月22日至26日,国际海底管理局第25届大会会议在牙买加首都金斯敦召开。中国代表团团长、常驻国际海底管理局代表田琦大使率团与会,并于7月23日在大会“秘书长报告”议题下发言,回顾了海管局2018年取得的丰硕成果以及中国对国际海底事务的积极贡献,宣介我倡导的“人类命运共同体”理念,表示中方愿与各方一道,致力于促进深海资源开发和环境保护的合理平衡,共同增进全人类的共同利益和共同福祉,发言全文如下:

  中国代表团祝贺您当选本届大会主席,相信在您的领导下,本届会议将取得圆满成功。我们感谢牙买加政府和人民对国际海底管理局工作给予的大力协助和宝贵支持,感谢秘书长所作全面而翔实的报告。

  今年是海管局成立25周年,深海事业呈现出前所未有的蓬勃发展之势。特别是过去一年来,在秘书长的领导协调各方共同努力下,海管局各项工作均取得丰硕成果。  

  2018年,海管局通过了史上首份战略计划,确定了九大战略方向,为未来五年工作完成了顶层设计。本届会议将进一步讨论旨在实施战略计划的高级别行动计划。中方期待与各方根据《公约》和《执行协定》共同努力,确保高级行动计划务实合理、简便可行  

  开发规章制定是当前海管局工作的优先事项。在上周的理事会会议上,各方针对有关具体问题展开了热烈讨论,但仍有不少重大事项需要继续研究。开发规章对落实人类共同继承财产原则至关重要,其制定工作应在充分讨论、协商一致基础上循序推进,避免匆忙出台、漏洞百出。中方愿继续与各方一道,推动开发规章草案更加优化合理。  

  区域环境管理计划(REMP)是海管局采取的重要环保举措。秘书长在报告中提及今明两年将举办多场研讨会,在西北太平洋、大西洋中脊等区域筹备设立REMP。REMP作为海管局重要的环保政策,其与开发规章的关系应妥善处理。中方原则同意将REMP作为深海商业开发的前提,但其存在与否不应影响开发工作计划申请和开发合同的签署。  

  我们高兴地看到,海管局数据管理战略已完成基础性工作,并将在本月向公众提供环境数据。秘书处关于深海采矿国家法律和规章的研究初有成果,有助于未来深刻理解国际海底制度与各国国内相关监管体系的关系。中方支持海管局为2030可持续发展目标作出积极贡献期待有关工作取得更大进展。

  倡导构建海洋命运共同体,积极参与国际海底事务。去年9月和今年5月,中方分别就开发规章草案和战略计划高级行动计划草案提交了书面意见,为海管局建章立制积极贡献中国智慧和中国方案。  

  就在上周,中国北京先驱高技术公司所提多金属结核勘探矿区申请获得理事会核准,该申请为海管局贡献了一块面积约7.4万平方公里的保留区。中方感谢法技委和理事会对先驱公司的信任与支持,将严格履行担保国责任,鼓励中国的承包者积极参与海管局有关深海环境保护工作。  

  作为发展中国家,中方一贯支持其他发展中国家广泛参与国际海底事务。在此前多年向海管局有关基金捐款的基础上,今年中方继续向海管局捐款7万美元,分别用于海管局自愿信托基金、捐赠基金和25周年庆祝活动。中国承包者大洋协会和五矿集团公司也为25周年庆祝活动捐赠了物品。本届会议将审议中国自然资源部与海管局合作成立联合培训和研究中心的谅解备忘录。该倡议的核心目的就是为深海活动提供培训和研究平台,更好促进发展中国家参与深海工作。

  海洋对于人类生存和发展具有重要意义。当前,深海采矿正处在从勘探向开发过渡,国际海底事业大有可为。中方倡导的“人类命运共同体”理念与海管局运作的法律基础“人类共同继承财产原则”高度契合。中方愿与各方一道,致力于深海资源开发和环境保护,共同增进全人类的共同利益和共同福祉。

  Statement by the Representative of China   

  At the 25th Session of the Assembly of the International Seabed Authority  

  Under the Agenda Item: Annual Report of the Secretary-General   

  (Kingston, 23 July 2019)  

     

     

  Madam President,  

     

  The Chinese delegation congratulates you on your election to the presidency of the current session of the Assembly. We trust that under your leadership, this session will be a complete success. We thank the Government and people of Jamaica for their great assistance and valuable support to the work of the International Seabed Authority.  Our thanks also go to the Secretary-General for the comprehensive and informative report.  

     

  Madam President,  

     

  As we celebrate the 25th anniversary of the founding of ISA, an unprecedented boom is unfolding in the deep-sea undertaking. Especially in the past year, under the leadership and coordination of the Secretary-General and thanks to the joint efforts of all parties, the Authority has achieved fruitful results in its work in many a field.  

     

  In 2018, the Authority adopted the first ever Strategic Plan in history and identified nine major strategic directions, completing thereby the overarching design for its work for the next five years. The high-level action plan for the implementation of the Strategic Plan will be further discussed at the current session. China looks forward to working with all parties pursuant to the Convention and the Implementing Agreement in a joint effort to ensure that the high-level action plan is pragmatic, rational and readily actionable.  

     

  The development of Exploitation Regulations is a priority task facing the Authority. At the Council meetings last week, animated discussions were held on specific issues while many major issues still need to be studied. The Exploitation Regulations are of vital importance to the implementation of the principle of the common heritage of mankind. As such, their development should be advanced in a progressive manner on the basis of full discussions and consensus so as to forestall a plethora of loopholes resulting from hasty promulgation.  China is willing to continue working with all parties to push forward the development of the draft Regulations in a more optimized and rational manner.  

     

  Regional Environmental Management Plans (REMPs) represent an important environmental initiative undertaken by the Authority. As the Secretary-General mentions in his report, a number of workshops are slated for both this year and the next, together with preparations for establishing REMPs in the Northwestern Pacific and Mid-Atlantic Ridge regions.  As an important environmental policy of the Authority, how REMPs relate to the Exploitation Regulations constitutes a question that warrants proper handling. China agrees, in principle, to predicating deep-sea commercial development on REMPs, but believes that their existence or otherwise should not affect application for a plan of work for exploitation or the signing of an exploitation contract.  

     

    We are pleased to see that ISA has completed the groundwork on the data management strategy and that it will provide environmental data to the public as of this month. The secretariat’s studies on the laws and regulations of deep-sea mining countries have yielded preliminary results which will help deepen our future understanding of the relationship between the international seabed regime and the relevant national regulatory systems. China supports the Authority in contributing positively to the 2030 Sustainable Development Goals and looks forward to greater progress in the relevant efforts.  

      

  Madam President,  

     

  China advocates the establishment of a maritime community with a shared future and actively participates in international seabed affairs. Last December and May, China submitted its written comments on the draft Exploitation Regulations and on the draft high-level action plan for the Strategic Plan respectively. Through these submissions, China actively contributed its wisdom and proposals for the development of legislation and rules for the Authority.  

     

  Just last week, the Council approved the application by Beijing Pioneer High-Tech Development Corporation for an area for the prospecting and exploration for polymetallic nodules. Under the application, a reserved area of ​​about 74,000 square kilometres is given to the Authority. China thanks the Legal and Technical Commission and the Council for their confidence and support to Beijing Pioneer Corp. and will strictly fulfill its responsibility as a sponsoring state by encouraging Chinese contractors to participate actively in ISA’s work in the field of deep-sea environmental protection.   

     

  As a developing country, China has consistently supported other developing countries in their extensive participation in international seabed affairs. On top of years of contributions to the relevant funds of the Authority, China is taking further steps this year to contribute US$70,000 to the Authority, for the voluntary trust fund, endowment fund and 25th anniversary celebrations respectively. The China Ocean Mineral Resources Research and Development Association (COMRA) and China Minmetals Corporation, both Chinese contractors, also made contributions in kind for the 25th anniversary celebrations.  

     

   Madam President,  

     

  Oceans and seas have great significance to human survival and development. At present, deep-sea mining is transitioning from exploration to exploitation, bringing with it great promise for international seabed development. The vision of "a community of shared future for mankind" that China advocates closely dovetails with the principle of “the common heritage of mankind" which forms the legal basis for the operation of ISA. China is ready to work with all parties in a joint endeavor for deep-sea resource exploitation and environmental protection, and for the promotion of the common interests and wellbeing of mankind as a whole.
